Bill Lockheart is the former head of the Cruises division of Waystar. His successor Tom Wambsgans referred to him as, “the best boss that ever lived. It’s like Mandela f—d Santa and gave birth to Bill.”

Bill is a mild-mannered and discreet employee, having proven his value to Waystar as the keeper of the many affairs that transpired within its Cruises division.

Season 1[]

Bill is retiring from a long and successful tenure at the Cruises division of Waystar. Tom Wambsgans, his successor, is excited to receive the role until Bill takes him to one side and informs him of a coverup of rape and sexual assault perpetuated by Lester McClintock. The information Bill gave Tom confirmed that Waystar executives were fully aware of what was happening and enabled the culture perpetuated by the likes of McClintock. [1]

Season 2[]

Bill arrived to meet The Roy Family at their Congressional inquiry and express his support. Unbeknownst to him, the Roys, through Gerri Kellman and Tom, had planned on sacrificing Bill to Congress by pinning the blame for the Cruises scandal on him. However, this plan to “kill Bill” is foiled and rendered useless as Shiv Roy learned that the camp of Senator Gil Eavis has prepared to present a victim at the Cruises to testify against Waystar and the Roy family.
